About the Accountability Framework Task Force (AFTF)


CARE International’s Program and Operations Committee (POC), was tasked in early 2011 by the CI Executive Committee (ExCom) to lead the development of a CARE-wide Accountability Framework (AF) based on the results of an accountability mapping study. It is envisaged that a CARE International AF would build on the lessons, experience and model of CI's Humanitarian Accountability Framework (HAF).
ExCom’s decision reflected both internal calls for such an accountability framework as well as external pressures that made it timely to move ahead with concrete measures to reinforce our accountability. It was decided that this work be advanced with the help of an Accountability Framework Task Force (AFTF) reporting to the POC whosemembership is composed of CARE staff from a wide range of functional areas, including an appropriate balance of field-based and HQ staff. The AFTF is led by the CI Deputy Secretary General, Marcy Vigoda, with technical support from the CI Secretariat's Program Quality & Accountability Coordinator.

AccountabilityFrameworkTask Force – Roles & Responsibilities
The main role of the AFTF will be to oversee the process of developing an Accountability Framework for CI, including:

  • Raising awareness and promoting ownership ofboth relevant processes, related policies and the final product (note that processes may include piloting/testing of the AF);
  • Reviewing andcommenting on relevant documents (e.g. draft reports and TORs);
  • Participating in periodic AFTF conference calls and meetings;
  • Provide relevant advice and support to the AFTF Chairperson and POC;
  • Promoting awareness/ownership of the process and results which would normally be integrated into ongoing program of work within each AFTF member’s network/constituency.
