CARE International’s Program and Operations Committee (POC), was tasked in early 2011 by the CI Executive Committee (ExCom) to lead the development of a CARE-wide Accountability Framework (AF) based on the results of an accountability mapping study. It is envisaged that a CARE International AF would build on the lessons, experience and model of CI's Humanitarian Accountability Framework (HAF).
ExCom’s decision reflected both internal calls for such an accountability framework as well as external pressures that made it timely to move ahead with concrete measures to reinforce our accountability. It was decided that this work be advanced with the help of an Accountability Framework Task Force (AFTF) reporting to the POC whosemembership is composed of CARE staff from a wide range of functional areas, including an appropriate balance of field-based and HQ staff. The AFTF is led by the CI Deputy Secretary General, Marcy Vigoda, with technical support from the CI Secretariat's Program Quality & Accountability Coordinator.
