What is the Humanitarian Accountability Framework?


Humanitarian Accountability Framework
As explained in the previous section, the existing Humanitarian Accountability Framework (HAF) is in the process of being changed into an Accountability Framework (AF) so that the framework can be applied not only to CARE's humanitarian work, but to all of our programmes and operations. Once a pilot version of an AF has been developed, it is planned that the HAF will be replaced by a set of guidelines for CARE staff involved in humanitarian work to support them to implement the AF. Similar guidelines will be available for other functional areas.

Compliance Mechanism


1. Our approach to reviewing compliance is based on learning, supportive relationships, local voices and is context appropriate

3. We use the following processes for compliance monitoring:

  • Regular monitoring
  • Independent Evaluations
  • HAF and participatory accountability reviews
  • Interagency peer review
